Job Description

Pursuit Specialist / Senior Pursuit Specialist

We are seeking a detail-oriented and experienced Pursuit Specialist / Senior Pursuit Specialist to lead the development of proposals and statements of qualifications (SOQs) from initial opportunity review through final submission. This role works closely with business development, engineering, and technical teams to develop strategic, compliant, and compelling proposals that communicate the organization’s expertise and competitive advantages.

The ideal candidate is a strong writer and storyteller who can translate complex technical information into clear, persuasive messaging. This individual takes ownership of the proposal process, drives collaboration, manages competing deadlines, and produces high-quality deliverables that support business growth.

Key Responsibilities

  • Lead the Full Proposal Process: Manage proposals and SOQs from solicitation review and go/no-go decisions through kickoff meetings, content development, reviews, formatting, and final submission.
  • Write and Develop Content: Create, edit, and refine compelling proposal narratives, project descriptions, staff qualifications, resumes, and other supporting materials. Translate technical information into clear messaging that highlights key differentiators.
  • Drive Pursuit Strategy: Collaborate with business development leaders, engineers, and technical staff to identify client priorities, develop win strategies, and communicate the organization’s strengths.
  • Coordinate Teams and Deadlines: Facilitate kickoff and review meetings, gather input from subject matter experts, manage feedback, and keep contributors on schedule while ensuring all submission requirements are met.
  • Produce Professional Documents: Use Adobe InDesign to format and produce polished, visually consistent proposals that align with brand standards and client requirements.
  • Support Business Development: Monitor upcoming opportunities, maintain proposal content and project information, organize pursuit files, and support interview preparation and presentations.

Qualifications

  • Demonstrated experience managing proposals or SOQs from start to finish, with strong writing, editing, and storytelling skills.
  • Proficiency in Adobe InDesign is required.
  • Strong organizational and project management skills, with the ability to manage multiple priorities and tight deadlines.
  • Ability to understand technical information, ask thoughtful questions, and develop persuasive content that differentiates the organization.
  • Excellent communication and collaboration skills, including the ability to lead discussions and gather information from technical professionals.
  • Proactive, resourceful, and comfortable taking ownership of projects while working independently and as part of a team.
  • A degree in English, Technical Communications, Marketing, Journalism, or a related field is preferred; equivalent experience may be considered.

Preferred Qualifications

  • Experience in the architecture, engineering, and construction (AEC) industry, ideally within civil engineering.
  • Experience with Adobe Acrobat, Illustrator, Photoshop, Microsoft Office, and proposal-related databases or CRM systems.
  • Familiarity with Deltek Vantagepoint or similar business development and project information systems.
  • Experience preparing interview materials and presentations for client pursuits.

Work Location

This is an in-office position based in one of the organization’s locations in Denver, Colorado; Phoenix or Tucson, Arizona; or Orem, Utah. Candidates willing to relocate to one of these locations may be considered.

Compensation

The anticipated annual salary range is $80,000–$95,000, depending on qualifications and experience. Candidates with significant relevant experience may be considered at a higher salary level.

What Success Looks Like

The successful candidate takes ownership of the pursuit process, develops clear and compelling proposal content, brings out the organization’s differentiators, and keeps teams aligned from kickoff through submission. They combine strong writing skills, strategic thinking, attention to detail, and the ability to deliver high-quality proposals under tight deadlines.
